Michael is an experienced public service practitioner with legal and academic background. He practiced intellectual property law prior to taking up a policy role in the Victorian Government in 1998, and has since worked at a senior level on cultural, ICT, community and innovation related policies and projects. Michael has developed policy and legislation to stimulate adoption of e-commerce and business uptake of technology as well as policy around ICT industry performance. He has implemented programs in the community sector to improve digital literacy and inclusion, and played a key role in government-wide work about delivery of online services and ICT procurement. For ten years has been responsible for industry policy and programs in design, ICT (including ICT skills), and screen industries.
At Creative Victoria, in the Department of Economic Development, Jobs, Transport and Resources, he continues to oversee policy and programs for the design and screen sectors, and to work in a team developing the State's first creative industries strategy.
